Postgraduate Registration and Membership Fees

Research (including Professional Doctorates)

• *With the exception of research students who have a studentship, all research students requiring laboratory, practical or clinical expenses will pay a minimum bench fee of £1,000, which covers the cost of consumable materials and other expenses associated with the student's research at QMU.  Students undertaking a proposal involving expenses which exceed £1,000 will be required to cover these costs if they do not have sponsorship.

• **All research students must pay the examination fee, which is charged at the time of the appointment of examiners, before submission of the thesis for examination. A second fee is charged for any re-examination.

• ***All research students exceeding their normal prescribed period of study without submitting their thesis are registered as continuing students, and pay the appropriate annual continuation fee.

The fee levels and other charges detailed here apply to all students who commence or resume their studies in Session 2016/17.

Fee levels quoted are correct at the time of publication. The University reserves the right to amend published fees.

Fee levels are reviewed on an annual basis, and are subject to increase.

Research students in receipt of a studentship do not pay tuition fees or bench fees, but are liable for the examination fee and any continuation fee.

Payment Of Fees (Due Date)

Tuition fees and Bench fees (Research students only) become due on the first day of your programme of study. Arrangements for fee payments are detailed below.

International students who have paid a £2000 deposit will have this amount deducted from their overall fees.

21 Day Period

Within 21 days of the due date, all students must either pay their tuition fees in full, or have arranged with the Finance Office to pay by instalments. If you choose to pay in full within the 21-day period, you may use a cheque, cash, on-line payment through the student portal QM:u, debit card or credit card. Payment may be made in person at the Finance Office, or by sending in a cheque, made payable to QMU. Please put your matriculation number on the back of the cheque and sent it to the Finance Office, QMU, Queen Margaret University Drive, Musselburgh, East Lothian, EH21 6UU. You can also pay over the phone by calling +44 (0)131 474 0000 and asking for 'Finance.'

Payment By Instalments

You may choose to pay tuition fees by instalments, rather than by a single payment either by Direct Debit or Recurring Card Payment (RCP). These instalments are over 8 months, October to May for September starts or January to August for January 2017 starts only.

If you choose to pay by Direct Debit you will find the form on the QM:u Portal (you must have a UK Bank Account for this to operate). Alternatively, you can set-up an RCP on the QM:u Portal whereby instalments are taken from your debit/credit card over 8 months (October to May) or (January to August for January 2017 starts only). For all returning students, you must renew your Direct Debit or RCP each year. For new students you will only get access to the QM:u Portal after you have matriculated and been issued with your username and password.

Payment By A Sponsor

It is a condition of registration that students accept liability for their tuition fees. Remember that even if your fees are to be paid by a sponsor, such as an embassy or employer, it is your personal responsibility to ensure that they are paid and to provide evidence of funding when you matriculate. Where you have failed to provide written confirmation of funding within 28 days of the start of their programme of study, you will be deemed to be personally liable for payment of the fees, and an invoice will be issued to the student accordingly. If your sponsor is a Health Board you must obtain a Purchase Order number from them so this can be quoted on an invoice.

Discount

For all annual tuition fees of £9,000 and above, where the student is self-funding and the fee is settled in full by 31 October 2016, a discount of 5% will be authorised.

Graduates of the University who hold a verified QMU undergraduate or postgraduate award and who are admitted to a named postgraduate award of QMU from 2011/2 will be eligible for a 10% discount on the published fees.

Individual Learning Account – ILA 200

If you are over 16 and live in Scotland you may be eligible for funding of up to £200 from Skills Development Scotland Individual Learning Accounts for some of our short courses. This is a Scottish Government scheme that helps anyone who earns less than £22,000 a year to pay for their learning. Your first step is to register with Skills Development Scotland. For an ILA 200 you must have this funding confirmed by ILA Scotland before you start your course. ILA account details and course information must be given to Karen Inglis, Finance Office Manager as soon as you have matriculated. Once your account has been registered by QMU you will receive a Learning Token from ILA Scotland within 10 working days. This must be signed and returned to Karen Inglis immediately. Failure to comply with ILA conditions may make you liable for the full amount.

Professional & Career Development Loans

Professional and Career Development Loans (PCDL) are available only to post-graduate students. A PCDL is a personal loan between you and a bank. PCDLs are available through an arrangement by the Young People’s Learning Agency and two high street banks; Barclays and The Co-operative Bank. You can borrow between £800 and £10,000 to help you fund up to two years of learning. The UK government pays the interest on your loan while you are studying and for one month after the end of your course. You then repay the loan to the bank over an agreed period at a fixed rate of interest.

Professional Body Registration Fees

Students will be personally liable for payment of any professional body registration fees as detailed in the Registration & Membership fees sections.

International Scholarships

The University is pleased to offer up to 20 competitive Scholarships of £2000 for new International students undertaking their first year of study on UG or PG degrees. The scholarship is granted as a reduction of the tuition fee and is available to students who are self-funding with an international fee of more than £8000 for a single year of study. Details are available from the International Office international@qmu.ac.uk.

SAAS Postgraduate Tuition Fee Loans

In 2016/17 the Student Awards Agency for Scotland are offering tuition fee loans of up to £3,400 for Scottish and EU students. Only certain courses at QMU are eligible and the list is shown on the SAAS website.

In order to apply you must download the application form from the SAAS website, complete it and post it to SAAS along with your unconditional offer letter from QMU.

Payment Difficulties

What happens if a payment is late? Payment of interest on overdue amounts

Unless you have chosen to pay by instalments, if your tuition fee remains unpaid 21 days after it is due, you may become liable to pay interest at 2.5% above the UK clearing bank base rate per annum on the full amount. Interest will run from the due date until the outstanding fees are eventually paid.

If you have chosen to pay by instalments, interest on a late instalment will run from the due date to the date when the instalment is paid.

Difficulties in making a payment

If you are experiencing difficulty in paying all or part of your tuition fees, you must contact the Credit Controller as soon as possible. (Contact details for the Credit Controller are given below). The Credit Controller will help you to draw up a payment schedule, to which you will be required to adhere until your fees are paid in full.

Requirement To Leave The University

Unless you have agreed a payment schedule with the Credit Controller, if tuition fees are still outstanding 8 weeks after the end of the 21-day period or if an instalment is over 4 weeks late, you may be asked to leave the University. The University will put your debt into the hands of a debt collector.

Reinstatement On Payment Of Full Tuition Fees

On payment in full of outstanding tuition fees before the end of the academic year in question, the University may permit your reinstatement on your programme of study. However, if you are behind with your studies you may have to repeat parts of the programme, thereby incurring further fees.

Progression

You will not be permitted to progress to the next year of your course if you have any debts due to the University from previous years.

Degree Ceremony

The University may refuse to allow you to attend a degree ceremony if tuition fees are outstanding.

Appeal Process

If you are unhappy about a decision concerning payment of your fees, including a requirement that you withdraw from the University, you may contact the Student Funding Adviser, and bring a complaint under the University’s Student Complaint Procedure. The Student Diary explains how you can make a complaint. New students may obtained a copy of the Student Diary from the Student Services Department. Early Withdrawal

If you leave your programme of study early, you must ensure that you inform your Head of Subject and the Student Records department. The date of withdrawal will be deemed to be the date that the Student Records department receives written confirmation of withdrawal. You will be liable for all or part of the fee for the full academic year as follows:

If you leave within 28 days of the start of your programme of study, you will be liable for an administration fee of £250.

If you leave more than 28 days after the start of your programme of study, you will be liable for the appropriate proportion of the fee based on the semesters attended wholly or in part.

If you are making payment of fees by instalments and withdraw from your programme of study, you must still meet any shortfall between the full fee determined by the University and the total amount of the instalments already paid.

If You Are Experiencing Financial Hardship

If you are experiencing financial difficulties in paying tuition fees you should seek help at the earliest possible opportunity. The University will be sympathetic and assist where it can. However, in order to maintain the quality of teaching for everyone else, the University must act to recover debts. Initially you should approach Bill Stronach, the Student Funding Adviser within Student Services for a confidential discussion. You may also wish to speak to a personal tutor or someone at the Students’ Union for advice and support.
