In the past 15 years, researchers at the Institute for Global Health and Development (IGHD) have made a significant impact on health and public policy on performance-based financing (PBF) and health financing strategies, particularly in fragile and conflict affected states. Work led by Professor Witter has driven the debate on PBF and incentives, contributing to the academic literature but also engaging with experts and practitioners to change the implementation practices. This research has influenced the policy of the World Bank, the World Health Organisation, the Global Fund, and the UK's Department for International Development, as well as effectively shaped policy at national level in several countries.
"ReBUILD (research project that Professor Witter led, with Dr Bertone) is providing policy guidance through its work on health financing in fragile settings. WHO has a pressure to provide guidance, so has been taking what ReBUILD are doing and translating it into clear messages. ReBUILD have been working in this area for a long time and is helping us to bring out pertinent messages"
